Attempts to identify prototypical installation types has failed because no two bases are alike. Taxonomy could be used to identify each base’s unique combination of mission and context through a simple representation of characteristics. This DNA-like sequence would enable leaders to identify which characteristics to continuously baseline during the transformation of Safe Havens into Power Projection Platforms.
