All Installations Are Unique: Part 1

Warfighting doctrine has evolved to counter the threats of an increasingly complex world. The transition to Joint Warfighting and Great Power Competition has exposed a latent mismatch between installations and the missions they serve, increasing risk and reducing readiness. A better understanding of context and the capabilities required to flexibly execute missions is needed to improve operations, reduce risk, and begin limiting, or hopefully reducing, sustainment and deferred maintenance deficits.
