Buildings Are Not The Mission
Base planning has not kept pace with rapidly shifting battlespaces. It remains primarily concerned with “facility and infrastructure development”2-1 rather than creating the adaptive, mission specific capabilities the Joint Force needs. Acquisition doctrines have shifted to understanding that “the primary characteristics of modern and future operating environments are accelerated decision making and rapid operations.”1 Planning needs to do the same, moving on from assuming that every need can/should be met with a building to making resilient, flexible mission capabilities its primary concern.
