We Can’t Build Our Way Out of This

Mistaking mission, readiness and demographic changes for facility issues has left the Department of Defense (DoD) with an outdated, oversized portfolio it cannot afford. Military housing in particular suffers from prototypes designed for whom the Joint Force used to be, rather than who it is becoming. Recapitalizing, or replacing in-kind facilities built for bygone missions without considering the future of warfighting and force composition hinders modernization while wasting limited resources.
